Reporter's notes for story:
- It is now a civil offense in Oregon for anyone under 18 to possess tobacco.
- offense carries a maximum $100 fine
- In the past it has been illegal to sell tobacco to those under 18, but it has not been an offense for those under 18 to possess it.
- Legislature passed the bill in the last session
- went into effect Sept. 29, 90 days after adjournment.
- Selling or distributing tobacco now becomes a civil offense (minimum $100, maximum $500 fine).
- Selling tobacco to a minor used to be a crime with a possible jail term.
- Backers of the bill say they consider it as a deterrent to potential young smokers.
